CCM: MOA decides to adopt relevant measures on 8 pesticides including flubendiamide 08-30-2016

On 9 May, 2016, the Ministry of Agriculture of the People's Republic of China (MOA) issued a letter to ask for opinions on measures for limiting and prohibiting the use of pesticides including 2,4-D butylate and flubendiamide.

The MOA disclosed that according to the Food Safety Law of the People's Republic of China and the Management Regulation of Pesticides, it planned to adopt following measures on 8 pesticides to ensure the quality and safety of agricultural produces and to guarantee the safety of ecological environment and people's life.


1. The application of field test and new registration of 2,4-D butylate is no longer accepted and approved; the renewal of registration on 2,4-D butylate is no longer accepted and approved in China; the 2,4-D butylate produced by technical producers can be registered for the use overseas.


2. The application of field test, new registration and the renewal of the registration of dicofol is no longer accepted and approved. As the production of dicofol TC was stopped in May 2014, the registration of dicofol formulations valid to 30 June, 2016. Since 1 July, 2018, China will completely ban the dicofol-containing products being sold and used throughout the country.


3. Paraquat will be re-classified as a highly-toxic substance and the field test, new registration and the renewal of the old registration of paraquat are no longer accepted and approved except for the registration on the use of paraquat produced by TK manufacturers for overseas use.




4. The registration of flubendiamide-containing products on rice will be canceled and the use of them on sugarcane will be banned since 1 July, 2018.


5. The registration of carbofuran-, phorate- and isofenphos-methyl-containing products on sugarcane will be canceled and the use of them on sugarcane will be banned since 1 July, 2018.


6. Double layer package should be adopted in aluminium phosphide products. In detail, the outer package should have good sealing which is waterproof and damp proof as well as can avoid gas escape. And the inner package should have good permeability, which is convenient for users to directly use by fumigation and can prevent the skin from touching the aluminium phosphide.


What's more, both the outer and inner package should be labeled "high toxicity"and "using indoors with people and animals staying there prohibited". Since 1 July, 2018, the sale and use of aluminium phosphide products without double layer package will be banned.
